Generation
The generation process uses the data recorded previously in the Reference Data, Curriculum, and Learner Enrolments areas to generate ILR and Learner Aim records for a learner. The generation process scans all the People Unit records to see which ones need to be generated.
You can select from three options:
- Generate Learner Aims and Programme Aims
- Generate Learner Aims only
- Generate Programme Aims only
You can also set the check boxes in the Generation section to do the following:

Select the Only consider enrolments flagged to be included in ILR check box to restrict the process to only those enrolments that have been flagged as to be included in the ILR return

Select the Include continuing enrolments from previous funding year check box to generate records for any enrolments from the previous funding year which have an enrolment progress status that is mapped in Reference Data to the ILR completion status of '1 - The learner is continuing or intending to continue the learning activities leading to the learning aim' from 2017/18 onwards
Note: Aims will only be generated where the course of the enrolment has a UIO_QUAL_AIMS record for the funding year being generated. When generating continuing aims for associated programme aims, then a funding year UIO_PA needs to be added to the course for the following year (for example: 2017/18) in order to make the data specific as in the previous funding year.
Selecting this check box enables the Include 'Continuing' Learners check box, which includes learners who are continuing or intending to continue the learning activities leading to the learning aim and whose learner aim end date is within the previous funding year
Note: This check box is selected by default and cannot be deselected.
Note: The Include 'Continuing' Learners from the previous years and Include 'Unknown Outcome' Learners from the previous year check boxes have been temporarily removed as of the 4.30 Service Pack 3 release, and will be reinstated in a later version after refinement.

The Populate 'Learner ILR' Post college merge fields check box allows you to specify whether the following fields are populated when the ILR generation process is run:
- LEARNER_ILR.PREV_UKPRN
- LEARNER_ILR.PRE_MERGER_UKPRN
- LEARNER_ILR.PREV_LEARNER_REF
Note: This check box is deselected by default.
For programme aims, a UIO learning aim must have values in the following fields for a generic programme aim for learners to be generated:
- Aim Type
- Funding Model
- Sector Framework
To decide if an ILR record needs to be generated, it uses two criteria:

Did the UIO run during the funding year specified. ILR uses the start and end dates of the funding year plus the start and end dates of the UIO to decide if that UIO was active during that funding year.
Note: If special details are set to Y in People Units then these dates are used in preference to the UIO QA qual start and end dates. This means that if Special Details is set to Y, the special qual start/end, or special (UIO) start/end will be used to determine whether or not an ILR record will be generated.
- The UI code recorded in the People Units record is in the range of codes specified by the user
If required, an ILR record is created.
For the course related to the People Unit, the UIO LA records are checked. Learner Aim records are created for all UIO QA records which match the following criteria:
- They are for the Funding Year specified by the user
- They are marked with a Y in the Default Qual Aim field
Note: This process never creates two Learner Aim records with the same ILR Qualification Aim code in the same Funding Year for the same enrolment record, but can create two Learner Aims with the same Funding Year, same ILR Qual Aim code but for different enrolments.
The success of this phase depends upon the correct qual aim being associated with the UIO record for that Funding Year.
